Deadline: August, 25, 2010
The Seattle Office of Arts & Cultural Affairs, seeks artist to create artwork for the Mercer Street Underpass.

The Office of Arts & Cultural Affairs, in partnership with the Seattle Department of Transportation (SDOT), seeks an artist to develop site-specific artwork for the Mercer West street improvement project . The artwork will be located in an underpass and along adjacent concrete retaining walls at Mercer Street and Aurora Avenue. The desired artistic approach will treat the underpass as a singular architectural environment and transform the experience of passing through the space for all modes of transit.

The artwork project is funded with SDOT 1% for Art funds.

Eligibility: Open to professional artists residing in the United States. Public art experience is required.

Budget: $335,000 (estimated) all-inclusive to design and fabricate the artwork.

The artist will work with project design consultants, SDOT, community representatives and the Office of Arts & Cultural Affairs to develop permanent public art for the Mercer West street improvement project. The Mercer West project improves 16 blocks along Mercer Street. The commissioned artist will develop artwork for a two-block area that includes the underpass at Aurora Avenue/Highway 99 and the adjacent approaches east and west of the underpass. The desired artistic approach will treat the underpass as a singular architectural environment and transform the experience of passing through the space for all modes of transit. Painted murals or other paint treatments are not feasible and will not be accepted for this project.

The underpass and the concrete retaining walls on either side of it provide an opportunity to create an experience that marks the transition from one neighborhood to another, changes in topography as the street passes below the highway above, and/or the rhythms of infrastructure and movement in the space. They wish to commission an artwork that builds on the existing space and makes the underpass a space to experience rather than a place to be endured. The desired approach will treat the environment holistically, as opposed to simply masking the existing condition.
